Scout Lunar, founded in 2021, is an advisory firm that designs and executes strategic political giving portfolios for Democratic donors. Successor to two earlier practices led by founder Justin Buell, the firm serves families giving at the six- and seven-figure level per cycle — and the family offices who advise them. Its work is organized around a four-step practice — Center, Plan, Execute, Iterate — and a proprietary intelligence methodology (patent pending) called the Scout Lunar Method. Scout Lunar files all California FPPC Forms 461 and 497 on behalf of its clients, and is the first donor-advisory firm participating in the State of California's CARS Third-Party Software Vendor program — the modernized campaign finance disclosure system. Across three successive practices, Justin and his partners have placed more than $38 million of Democratic capital across eleven election cycles dating to 2004, with a sabbatical in 2016. Its tagline, trademarked, is Where wealth meets purpose.
Justin Buell founded Scout Lunar in 2021 after running two earlier versions of the practice under different names. Between 2009 and 2015, he managed political giving for seven American families and organized events for President Obama in three of their homes during the Obama presidency. He later served as Development Director in Tom Steyer's office. He lives in California.
